On June 16, 2026, the Board of Directors adopted the 2025 Urban Water Management Plan (UWMP) and approved its submittal to the Department of Water Resources. California Water Code §10610 requires urban water suppliers to report every five years on:
- Water deliveries and uses
- Water supply sources
- Efficient water uses
- Demand management measures for water conservation
Water suppliers use the UWMP to strategize long term goals and ensure responsible, adequate water use planning. Included in the UWMP is the Districts Water Shortage Contingency Plan (WSCP). The 2025 UWMP was prepared with the cooperation and assistance of the City of Elk Grove, the County of Sacramento and other regional stakeholders. The Department of Water Resources required submittal of the UWMP by July 1, 2026.
We are committed to providing the highest quality water possible. We are pleased to report that the water produced by our water treatment facility continually meets or exceeds all state and federal water standards. Each year we produce a detailed report about our water quality called the Consumer Confidence Report. Additionally, more water quality information is available in the 2025 Public Health Goals Report. SB 272 defines an “enterprise system” as a software application or computer system that collects, stores, exchanges, and analyzes information that the agency uses and that meets the following conditions: (1) it is a multi-departmental system or a system that contains information about the public; and (2) it is a “system of record” — that is, a system that serves as an original source of data within the agency.
Under SB 272, enterprise systems do not include information technology (IT) security systems (including firewalls and other cybersecurity systems); physical access control systems; employee identification management systems; video monitoring and other physical control systems; infrastructure and mechanical control systems (including those that control or manage street lights, electrical, natural gas, water, or sewer functions); systems related to emergency services (such as 911 dispatch and operations); or data and information that would reveal vulnerabilities to, or otherwise increase the potential for an attack on, the agency’s IT system.
